creating a vapor barrier

I have a house with a crawl space and water gets almost up to the floor joists. I plan on installing french drains around the perimiter to drain excessive water away. But what can I do to get rid of all moisture from under my house? Should I spread gravel or plastic or both? Should I install insulation to the plywood and floorjoists or should I put a fan under there I don't want any mold to start forming. we have a very high water table. Thanks for the help.
