Adding a basement to an existing crawlspace is an expensive endeavor. Depending on the value of homes in your area, this may not be worth the cost. Mounds of soil must be tediously excavated and removed from the site, a comprehensive footing and foundation must be put in place, and extensive waterproofing precautions are required, including a perimeter french drainage system. This will totally disrupt your living quarters for at least 6 months, depending on the contractor. Furthermore, given the water table issues in your area, particular attention to waterproofing is essential, otherwise you'll end up with a flooded basement during rainy weather. We urge you to consult with a local civil or structural engineering firm in your area, or a reputable general contractor who specializes in foundations, retaining walls, and basements (especially retrofits).
