builder negligence?

I wanted to determine what are normanl signs of a home settling versus negligence on behalf of the builder. I have a 15yr old house which was built on a fairly sharp slope. I began to have plumbing problems. my plumber told me that because the house settled so severly the pipes leading from the house have disconnected from the main external sanitation line and is now probably filled with dirt. We had our home insuarnce assessor come to check out the damage and they told us obviously that our home insurance won't cover damage due to ground movements. But she stated that our house had severe signs of settling. Cracks in the driveway, basement tiles that are cracking and ripping off and the basement floor is almost an inch lower than the walls. We've had two trees in front of the house fall (a well rooted weeping willow after a storm and another small tree after no storm at all. Is this severe house settling or is this negligence on part of the builder.
