Roof/floor for terrace balcony

I have a 12X14 sun room on 1st deck above which is an open terrace/balcony off the 2nd floor bedroom. The floor of the 2nd floor balcony is also the roof for the 1st floor sun room. The deck is mostly flat, with some tilting for water. The problem is I soom will need to replace what seems to be a rubberized surface that functions as roof/flooring. I don't think there is support for concrete surface. Any suggestions as to the best surface replacement and sourcing?
