Based on your description, we do not see any structural need for a rim joist along the house wall side of your deck so long as you have joists supporting the edge of your deck along the house. As to the need for diagonal bracing, you might consider adding diagonal bracing along the three exposed sides, particularly on the portion of the deck with the largest drop below. This bracing can be secured with lag bolts and will provide resistance against lateral movement. However, from the sounds of it, your deck should be pretty sturdy anyway. The lateral bracing will add further strength and won't hurt. Builders Websource.
