Waterproofing System Debate

I had a basement waterproofing system installed and I now have two conflicting stories over the long-term effect it will have in undermining my foundation. The debate is over whether weep holes that have been drilled completely through a solid lower block will allow sediment to come in and ultimately undermine my footers.
