CommentsWe recommend that you use a post-hole digger to remove as much soupy mud as possible from the bottom of each post hole. Slight moisture or an inch or two of mud at the bottom is no problem. Just dump a little bit of dry cement into each hole and mix it around. Any remaining water will help to hydrate the cement, solidifying the base. After the mixture has cured, you'll be ready for the main job of setting each post. Builders Websource.
