The 1.5 inch rise in your ceiling during winter months "may" be a result of foundation shifting due to wet or heaving soil. This kind of rise would be hard to explain from mere thermal expansion of the wall or ceiling. Did the structural engineer look at the foundation to determine whether that could be the culprit? What kind of soil do you have? Do you have a basement, slab or raised foundation? What kind of supports exist under the partition wall that you mention? Without seeing you situation first hand, we are unable to offer a specific remedy since this is such an unusal situation. How tall is your ceiling from the lowest to the high point? What are the typical outdoor temperatures during the winter and spring? Are there any signs of moisture or drainage problems with your home, especially under your foundation?
