Bill, first we recommend that you read our technote on drainage. It describes similar types of situations. However, a few things come to mind. Generally, you want the exterior grade to slope away from the foundation at a 2% or greater slope. This isn't always possible and depends, of course, on the topography of your lot. As to downspouts, each one should be tied into a closed drainage system that discharges well away from the foundation (usually by gravity flow or via sump pump to a suitable discharge point). In addition, French drains buried alongside the base of the foundation or basement will help to keep other water from migrating under the house. All of these must generally be used in concert with one another to ensure a dry home. Water is very persistent and will find the path of least resistance--which, all too often, is in your basement or under your crawlspace.
