There are many ways to creat a soffit for steel-framed construction. You could weld steel as you explain, or your could use lightweight steel framing to frame in a soffit substructure just like you might do if it were wood. Then, you could simply secure an exterior wood soffit (such as plywood or tongue and groove cedar or redwood)to the steel framing using appropriate screws. Builders Websource
