Condensation on your cold water pipe in your basement isn't a problem by itself. However, it is an indication of potentially higher than normal indoor humidity, which could become problematic over time. Condensation occurs when warm moist air comes in contact with a cold surface. If your basement is unconditioned and you live in a humid area, this could explain your situation. We recommend that you measure both the basement temperature and relative humidity (you can do this with an inexpensive hygrometer available from Radio Shack). If you find that the humidity levels are high, you may need to air condition your basement which can help to stabilize humidity levels. In the short term, to prevent condensation on the pipes, you can wrap the pipes with tube insulation or insulating tape. Also, make sure the water on the pipes is not due to a slow leak that could be trickling down the pipe from a faulty joint or pin hole.
