Romex® wires run between Joists

I am finishing off a room above a garage. The garage has double 5/8 sheetrock on the ceiling. What is your opinion on running 12/2 wires (22 of them) between the joists of the room above and that the wires will rest on the sheetrock from the garage ceilling. Do they need to be suspended off of the sheetrock and if so, how far down from the top of the joist do they need to be. I am installing R-21 insulation over these wires and then 3/4 OSB ply. Thanks~
