Basement leaks

I have a problem with one of my homes. When we have heavy rains, we get substantial water in the basement. The yard around the house has a slight grade toward the foundation. Will extending the gutter downspouts and regrading the yard be enough to solve my problem? If not,I was thinking about attaching heavy plastic sheeting to the foundation with a compound such as roofing tar to help keep water away from the foundation. Then I would put soil over the plastic and grade the yard away from the foundation. At about two to three feet away from the foundation, I was thinking about putting in a french drain about 10" to 18" deep in order to carry the water away from the house. I would also tie in my downspouts to this drainage system. Does this sound logical, like overkill, or will it even work ? I'm on a limited budget. Any help is appreciated.
