Yard drainage problem

A neighbor filled in part of his sewer easement which causes the flow of water in the rear of my yard to stop at the end of my yard. (Our local sewer district is involved but this has been going on for a year!) Where I once had lavish grass, I now have crawdad mounds and the yard looks like a riverbed in this area. ANY thoughts will be appreciated.
