Your wet walls are due to improper exterior drainage coupled with inadequate waterproofing on the exterior of the wall surface. Applying a sealant to the interior surface is probably just a temporary measure and will not remedy the underlying cause of the water migration. Typically, a perimeter foundation drainage system is required, together with an exterior waterproofing membrane. Brick is very porous, as is the grout. This is a job for a competent civil engineering company who specializes in drainage and waterproofing.
