Painting Wallpaper vs. Tearing it down.

I am repainting my entire home. I have 12 year old wallpaper on the walls. In the kitchen you can see the seems of the wallpaper, Is there anyway to sand that down and just repaint it? Also, in the small Bedroom I have textured wallpaper on the walls. There is some writing on the walls (Small children in the home used crayons) and one small corner is beginning to peel. Should I just tear all the wallpaper off or just spackle that corner and paint it? What kind of primer and paints should I use? I am a mom on a budget so please help!!
