We would probably recommend a reinforced concrete structure and roof, with a special waterproofing membrane applied along with EPS foam insulation and a comprehensive draingae plan. The weight of the soil will be significant as will hydrostatic pressure. Keep in mind, too, that any basement must have a fire escape to the outside according to national and local building codes. While your idea isn't silly as you suggest, it is paramount that you retain a licensed structural engineer, as well as a civil engineer to provide a safe design and waterproofing technique.
