Installing finish molding to interior walls.

I want to install a chair rail and finish molding on wall below chair rail in panels. Could you tell me how to figure the size of panels and how many panels go on a wall section. Are the panels(boxes) all the same size? I want it to look like wainscotting. Please advise.
