Installing vinyl flooring

I am going to install a piece of vinyl flooring in my cellar, about 6 feet by 4 feet. The piece is roughly rectangular, but will need some cutouts to fit around the bottom of the stairs, etc. The cellar floor has been cleaned of debris and old adhesive down to the concrete. I need advice on applying skim coat, adhesive. How do I do the cutout sections? I need some type of material to provide a transition from the edge of the vinyl to the uncovered sections of the floor inside a closet. What do I use for that? Thanks
