Connecting sump pump waste to the sewer line

We used to have our sump pump drain into the down spout drain from the roof, thinking it was going into the storm drain. I discovered the water was back flowing into the foundation drainage system. In addition we have a high content of iron oxide in the water. I want to know whether its proper to tap this sump waste into the sewer pipe that is just a few feet away. Right now I've got the water going out to a yard cistern, and since we are on hard clay, its turning into a pond. Thanks Debra
