Walk Out Basement - Follow up

Thanks for your prompt answer! The sandy area is inside the outer existing wall of the basement. I don't have access to a scanner to get you some pictures, however. We do live in a cold climate (northern Alberta, Canada) where the temperature can get to -40. So, I believe this was done for heaving. Can we still go ahead and fill this with concrete or will this then break the foundation? Could we put in something else such as a plywood expansion joint so that we have something to put our tile on? Or, should we tile up to the crack and then try to put on some sort of border? The house does move a bit in the winter as the adjoining room's wall moves in the corner every winter (about 1/2 inch). We do have fine cracks in the concrete floor but these do not lift or separate as we have gone through one winter with the floor exposed. The house was built in 1980. Any suggestions would be appreciated.
