Is the sandy area "inside" the outer wall of the existing walk out basement? It's possible that this sandy area is either for drainage or to help prevent heaving due to frost. Do you live in a cold climate? Without seeing your condition first hand, it's difficult to know whether putting concrete over this area is appropriate or not.
