Walk Out Basement

My husband and I are renovating the entry way in our walk out basement. We replaced the old door with a garden door and in the process discovered that between the concrete floor and the outside concrete foundation there is a space that was filled in with sand. We never noticed this until we pulled up the old lino. Why is this? We want to ceramic tile this entryway and so are considering filling this space with concrete.
