For example, if the rise is 7", then the tread should be approximately 12". Exterior stairs often use 26" as the target (which results in a shallower incline). In your case, you have an attic with existing constraints. Your steps may need to be steeper. In any case, build a safe staircase and follow your local building codes accordingly.
