Does your contract specify specific milestone payments based on completion of each phase? If so, you should pay according to the contract.

However, you want to be sure that you receive lien releases at each phase so that you are no held liable for unpaid subcontractor or suppliers.

In any case, never let your payments get ahead of the completion of each phase. Some contractors have been known to press for early payments, then fail to deliver results in a timely manner.
