double pane windows

Condo assoc likes all exterior stuff to look same. Can I instll dbl pane window INSIDE the existing opening while leaving the original exterior window intact ? They are 4 x 6 double window (one slides). Basically I would then have a triple pane window. I know there are some kits that cover the inside like an interior storm window. I still want to be able to open the window however.
