mixing Portland Cement

I am building a deck and I have drilled 3 footings, each 16 inches across and
4 feet deep. I now need to add Portland Cement. My question is can I add the
dried Cement powder directly in the hole and add water and mix it with a shovel
rather then mixing it in a bucked and dumping it in the hole. I have 25 bags so
I am just looking to save my time and my back as much as possible. Thanks.
