PL400 or heavy-duty Liquid Nails should do the trick. Also, there is another type of waterproofing technique that uses a Crystalline slurry coat which deeply penetrates pores and cracks to impede negative or positive water pressure. This can be applied to the inside of the basement walls.

The 2x2 nailers should not be used as load-bearing members. Rather, they are primarily there to hold on the sheetrock. Consider also what kind of insulation may be required. Depending on your location, you may need additional depth to accommodate insulation between the interior wall and the concrete basement wall.
