french drain with holes facing up?

I just bought a house a couple of months ago. To make a long story short, a new foundation wall was placed along with a superficial French drain. We are now having water problems in the basement and we were told that the French drain may have lost its slope during settling. Well, I dug up the drain and I found the holes to be facing upward instead of downward. The previous homeowner (who excavated for the wall and installed the drain) told me it should be like that even though every one else I speak to tells me the holes should be facing down. Any help?
