Think of it as a mini parking garage with a pool on the lower level. If you wish to have a clear span below with no intermediate pillars, you'll likely need a few steel-reinforced concrete beams to carry the load of the slab and vehicles above. This type of construction requires serious engineering and is not something easily designed on a message board. However, if you show your concept to a qualified, licensed structural engineer, you'll most definitely be able to design a structure that serves your needs. No question this is expensive construction -- typical of what you might find on a small commercial job. Also, if you live in an area subject to earthquakes, seismic forces must be included in the load calculations.
