water in basement after 25 years of dryness

6 months ago, we switched from a well to public water. Since then, (after having a completely dry basement for 25 years) every time we have a significant rain our basement floods. The source is in the area of the incoming water line (which is in the same area as the old one). It seems to be coming in through the floor. We waterproofed the interior block wall (which stays dry) and built up the dirt outside around the foundation with it sloping away from the house- neither has helped. Any suggestions?
