If there is no slope for gravity drainage, then the best you can do is to fill any low spots to avoid ponding, or do as your landscaper suggests and place periodic catch basins where runoff can collect. These series of catch basins would be connected together with gradually sloping 4" PVC pipe....and eventually either be pumped out to a location away from the house...or dumped into a large dry well filled with gravel. The problem with clay soil is that it doesn't drain well and can easily back up during heavy rains. If you are near a street, your best best may be to pump the water into the gutter or connect to a storm drain if there's one nearby. Builders Websource
