Stucco color coat alone or with elastomeric paint coat

We had a house fire and are rebuilding our home. Parts of our stucco exterior had to be replaced. The stucco plasterer then put a color coat stucco over both the old and new exterior stucco, but insisted that we should also have at least 2 coats of elastomeric paint to protect against moisture and cracking. The general contractor does not want to do it as he will have to go back and ask for more money from the insurance carrier for painting exterior. We also had to replace our exterior brick and have new paper put behind it, should we have the new brick exterior sealed as well? We just want what is best for our house.
