Generally, the code requires that wood in contact with concrete be pressure treated since it is more likely to be exposed to moisture and may rot.

There are several ways to anchor an interior wall to a concrete basement foundation wall. If the concern is that the foundation slab itself could heave independently from the foundation wall, then you could build a stud wall in place, placing it on 1" of styrofoam. This will allow the floor to compress against the styrofoam without damaging the structure itself.

The wall itself should be anchored to the concrete foundation wall with 1/2" or 5/8" concrete anchors. If you turn a few 2x4's or 2x6's sideways (in addition to your regular studs), this will provide a bolting surface. I would anchor the wall approximately every 32" o.c. and at least 3-4 places from top to bottom on each stud where you put bolts.

Assuming this wall is not structural and used purely as a "closed" end of a room, this should suffice.

There are other ways you could do this, so the above is merely one suggestion.
