Floor dip

I am looking for suggestions on repairing a dip in the flooring. The floor noticable sags in the center of the 3rd floor master bedroom. At the center it is a 3" dip from where the floor should be. We have tried jacking the joists up and securing them, however, they fell back into their sag after we released the jack. Any suggestions would be appreciated. Thanks
