Gap below a toilet

Hi,

Maybe you could reccomend me a way to fix a problem in my bathroom. The problem is that a toilet was installed 1/2" above the floor. The plumber used plaster of paris to fill the gap. However it neither looks very nice nor it is going to last. What could i do to close this gap?
