"Water Hammer"

For months I have endured the sometimes severe rattling and shaking of my pipes in my home whenever I shut off my faucet in the kitchen and after I flush my toilet bowl. I also noticed the problem while using my clothing washer. I only recently found about the "water hammer" effect and now need a solution to stop it. Should I notify my local water department or should attempt to solve the matter on my own.
