"Michigan basement"

I have some elderly neighbors who have a "Michigan Basement" in their 100 year old home, in which it appears that rocks and sand were piled up about 5' above the basement floor, and then covered with a layer of cement to form the basement wall. Above this "foundation" were laid several courses of cement block for the floor joists to set on. The problem is that the "foundation" is crumbling in several places, (perhaps as much as 20-25% of the perimeter of the home), and the loose sand is pouring out. They would like to have the problem fixed, and are looking for guidance as to what to do, and how to find someone with expertise in this kind of repair. Any advice?
