From your description, it sounds like you may have a chronic moisture infiltration problem in your basement. The white scum on the surface of the wall may be lime or salts that have leached out of the concrete over time.

Such problems are very common in basements that have inadquate perimeter drainage and exterior waterproofing. Furthermore, I have seen some homes with cement block walls that were not filled solid with grout, leaving ample opportunity for moisture to seep in.
