What to do about basement wall

The concrete block that is my basement wall definitely has something wrong with it but I don't know what to do about it. I removed drywall and paneling in front of it because they were totally ruined by rot. Now I'm not sure if it is due to water coming through the wall or the fact that there was a beer banner covering it. Now the block behind the wall seems to be either rotting or has something covering it. It almost seems as if it is covered with lime or something. You can scratch some of it off but not very deep. Does anyone know what this is and what is the best way to fix it? Thank you for any help.
