Usually a reciprosaw with a bi-metal blade works well to cut off the bolt head or the bolt shaft. However, if neither are accessible such as you indicate, you'll have to use some elbow grease and patience. Use a high-speed steel drill bit with some lubrication to drill through the nut to weaken it...then use a center punch with a heavy hammer. Several sharp blows may be enough to snap off the nut from the shaft. Alternatively, if you have any access to the bolt head, you could try punching the head perpendicular to the shaft with a center punch. Several sharp blows may shear off the head depending on the diameter of the shaft. If you let patience prevail, you can probably get the nut off one way or another, so long as you don't care about preserving the original bolt.
