If you don't mind the top of the bolts being flush with the surrounding concrete, the easiest way to remove the bolt stems is to get a reciprocating saw with a long, new bi-metal blade. By pressing on the saw at a shallow angle, you can cause the blade to bend slightly, keeping it flush with the concrete as it cuts. Using this method, you should be able to cut through the bolts in under five minutes. To protect the surrounding concrete, lay down some tape in the path of the saw blade, such as duct tape.

If you want the bolt stems recessed below the concrete, you have a tougher job. You might be able to drill them out after cutting them flush, then patch the holes with an epoxy concrete mixture. This is probably more work than it's worth and just doing step one is the cleanest solution of all.
