raising 7' ceilings up to at least 8'

This house was built by a little old man 40 to45 years ago. He had 7' ceilings put in for heat, which is smart, but very clostiphobic (sp?). It has been suggested to take the ceiling up to the rafters, which will be fine with me, except, how do I know that I can, what do I look for?
